The short answer

P04B4 means the car asked the refueling vapor control valve to open before a fill-up, but the fuel tank pressure didn't drop the way it should, so the computer decided the valve is stuck closed. It shows up on cars with a sealed fuel tank, like Ford's hybrids and plug-in hybrids. With a steady light and no fuel smell it isn't an emergency, but it won't clear itself until the cause is fixed, and California's Smog Check fails a car whose check engine light is on.

Your check engine light is on and the code reader says P04B4. Most code lists give you one line, "Refueling Vapor Control Valve Stuck Closed," and stop there. Here's what that valve does, why the car flagged it, how urgent it is, and what to check before anyone starts replacing parts.

What does the P04B4 code mean?

P04B4 means the car tried to let the pressure out of the fuel tank before a fill-up and the pressure didn't drop. The computer takes that as a sign that the refueling vapor control valve didn't open, so it calls the valve stuck closed and turns on the light.

You'll mostly see this code on cars with a sealed fuel tank. On a regular car, the tank vents through the EVAP (evaporative emission) system all the time. Hybrids and plug-in hybrids are different. Ford's service information explains why: the engine may not run for long periods, so the fuel vapor isn't burned off regularly, and the sealed system is designed to hold that vapor in the tank whenever you're not refueling. Ford says its hybrid EVAP systems are all sealed starting with the 2017 model year, and its plug-in hybrids use a pressurized EVAP system.

The definition and test in this post come from Ford's service information. If you drive a different make, have the code read with a tool that shows your manufacturer's definition and any related codes, because the details of the test can differ.

How does refueling work on a car with a sealed tank?

You press a fuel door button, the car lets the pressure out, then it releases the door lock. Ford's service information lays out the steps:

  1. You press the refuel button in the cabin.
  2. The engine computer opens the refueling valve, which vents the tank to the charcoal canister (a box that soaks up fuel vapor), and watches the fuel tank pressure sensor.
  3. The dash shows "Please wait to refuel."
  4. Once the pressure is relieved, the fuel door is released and the dash shows "Ready to Refuel."
  5. You fill up and close the fuel door.
  6. The car sees the door is closed and shuts the valve again.

The P04B4 check happens in step 2. It runs with the engine off, once per refueling, and takes less than 15 seconds. If the tank pressure can't get close to outside air pressure in the time the computer allows, P04B4 is stored.

What causes a P04B4 code?

The code tells you what the computer saw (pressure that didn't drop), not which part failed. These are the things that can cause it, and the order we'd look at them:

  • The refueling valve itself. It can stick, or its electric coil can fail, so it never opens.
  • Wiring and connectors. The valve sits under the car near the tank and canister, where road grit, water and heat get to connectors. A bad connector or a weak connection can keep the valve from opening, and a broken wire usually sets its own circuit code alongside P04B4.
  • A blocked vent path. The valve vents into the charcoal canister. If the line or the canister is restricted, pressure can't escape even with the valve open.
  • The fuel tank pressure sensor. The test depends on this sensor. If it reads wrong, the computer can blame a valve that's working.

Related codes help narrow it down:

Code What it means in Ford's service information
P04B4 Refueling vapor control valve stuck closed
P2450 An EVAP valve (refueling or tank pressure control) stuck open
P04B5 Fuel fill door stuck open

P04B5 is worth knowing about. Ford issued a service message (SSM 46454) for some 2013 to 2017 C-Max Energi and Fusion Energi and 2017 C-Max, Fusion and MKZ Hybrid models: P04B5 could set when the driver bumped the fuel door release button getting out of the car, or left the door unlatched after a fill-up. Ford tells technicians to ask about that before starting diagnosis.

Is it safe to drive with a P04B4 code?

Usually yes, in the short term, if the light is steady and the car drives normally. This is a fault in the vapor-handling system, not in how the engine makes power.

Don't let it ride for months, though:

  • The light hides new problems. While it's on for P04B4, you won't see the warning if something else fails.
  • Smell fuel? Stop. A raw gas smell or a drip under the car needs attention right away. Don't keep driving it.
  • Flashing is different. California's Bureau of Automotive Repair says a blinking or flashing light means a malfunction that should be addressed immediately. P04B4 alone doesn't cause a flashing light; our check engine light guide covers what to do.

Will a P04B4 code fail a California Smog Check?

Yes. California's Smog Check rules list two conditions that fail the on-board diagnostic part of the test: the car reports the check engine light as commanded on, or it reports a diagnostic trouble code. Once P04B4 has turned the light on, the car fails on both counts. The Bureau of Automotive Repair also tells drivers to get the car repaired as soon as possible and not to wait for the next scheduled Smog Check.

Clearing the code with a scanner right before the test doesn't help either. It also resets the car's other self-tests, which need days of normal driving to finish, and an unfinished one can fail the test. If the valve is still bad, the code comes back anyway. If your registration renewal is coming up, give yourself time.

What can I check myself?

Not much on the valve itself, since it's under the car, but these take a minute:

  • The fuel door. Make sure it closes and latches all the way. Look for anything bent or sticky.
  • How you refuel. Use the refuel button and wait for "Ready to Refuel." Forcing the door or filling before the message shows up isn't how the system is meant to work.
  • Other codes. If a parts store reads it, ask for every stored code, not just the first one. P04B4 with P04B5 or a fuel tank pressure sensor code points somewhere different than P04B4 alone.
  • Smell and drips. Walk around the car after it sits. Any fuel smell or wet spot near the tank is a reason to come in sooner.

If you had a different EVAP code before this one, like P0455 or P0456, our EVAP leak guide covers those.

When to bring it in

Bring it in if the light stays on after a few normal fill-ups, if the fuel door stays locked or the car keeps showing "Please wait to refuel," if you smell fuel, or if your Smog Check is due.

Here's how we approach it at our shop: we read all the codes and the freeze-frame data (the conditions when the fault was stored), check the fuel door and its switch, command the refueling valve open and closed with a scan tool while watching the tank pressure reading, then check the valve's wiring and the vent line to the canister. We'd confirm the cause before replacing parts. You get a written estimate before any repair work. See our diagnostics page or book a visit.

Common questions

What does P04B4 mean?

P04B4 is "Refueling Vapor Control Valve Stuck Closed." The valve should open to let pressure out of a sealed fuel tank before you fill up. If the tank pressure doesn't drop toward outside air pressure in the time the computer allows, it stores P04B4 and turns on the check engine light.

Can I drive with a P04B4 code?

If the light is steady, the car runs normally and you don't smell fuel, you can usually drive it to a shop. Don't put it off for months: the light hides any new fault, and the car won't pass a Smog Check with the light on. If you smell raw gas, don't keep driving it.

What's the difference between P04B4, P04B5 and P2450?

In Ford's service information, P04B4 is the refueling valve stuck closed and P2450 is the open-side fault: an EVAP valve, which can be the refueling valve, stuck open. P04B5 is "Fuel Fill Door Stuck Open," which can be as simple as a fuel door that wasn't latched all the way after a fill-up.

Will the check engine light go off by itself after P04B4?

Only if the fault doesn't happen again. The refueling valve test runs with the engine off, once per refueling, so the car needs a few normal fill-ups to confirm the valve now works. If the valve or its wiring is really at fault, the code will come back.

Why does my hybrid have a fuel door button?

Many hybrids and plug-ins keep the fuel tank sealed because the engine can sit off for long stretches. The button tells the car you want to refuel so it can open the refueling valve, let the pressure out and then release the fuel door. Wait for the message that says it's ready before you open the door.
